| 内容記述 | Japan’s elderly care sector faces twin challenges: acute staff shortages and the need to maintain service quality. This literature review examines High-Commitment Human Resource Management (HCHRM) as a potential solution. While government-promoted career path systems have become widespread, their effectiveness remains largely unexamined. HCHRM, which enhances service quality and productivity through employee autonomy and organizational commitment, offers a promising alternative. A review of international literature reveals that while HCHRM demonstrates positive effects in overseas care sectors, negative consequences such as work intensification have also been documented. The review identifies significant gaps in understanding how HCHRM can be adapted to Japan’s unique institutional context. This paper proposes four research priorities for future studies examining HCHRM application in Japan’s care sector: (1) policy content (designing HRM ‘bundles’ appropriate to the care context); (2) attention to side effects (dark side and institutional context); (3) analytical methods (multi-level analysis and qualitative research); and (4) theoretical foundation (validity of HCHRM concepts). This review provides a roadmap for developing sustainable human resource strategies in Japan’s care sector. | |||||||||||
