Vargo and Lusch’s (2017) influential work suggests the environmental and social sustainability as research questions for future research frontiers. Our final goal is to clarify the actual state of stakeholder engagement that contributes sustainable development of world cultural heritage sites. To achieve the goal, this study, as a first primary survey, identifies the stakeholders for world cultural heritage sites and then explores characteristics of their stakeholder engagement behavior. Five interwiewees are brought from three world cultural heritage sites in Japan through the convenience sampling. Authors collect the data from them by semi-structured interviews based on the qualitative research approach. These data are corded on the NVivo, a qualitative data analysis supporting software. The findings show that the stakeholders for world cultural heritage sites consists of two categories, which one is the political stakeholders involving the nation, local governments, and local tourism associations, and another is the social stakeholders involving local community groups and schools.
