However, it has not been clarified if this action contributes to the securing and retention of personnel as the policy aims. In this study, I examined the characteristics of the system and its operation with regard to career management of elderly care staff in elderly care facilities, focusing on market and organizational orientation.\n Analysis of qualitative data obtained from a case study of five social welfare corporations with well-developed human resource management systems and low turnover rates revealed the following common human resource management features: (1) wages that emphasize internal balance rather than market prices, (2) an emphasis on internal development through in-house training and internal transfers, (3) an evaluation system that emphasizes development, and (4) a system that fosters a sense of community through the sharing of philosophy and mission and creates a comfortable work environment.
