内容記述 The purpose of this paper is to highlight the particular characteristics of the policies in South Korea for increasing access to education for “multicultural children” when compared to similar policies in Japan, and especially those for the children of undocumented residents and refugee applicants who have the most precarious legal status.
In South Korea, the large number of international marriages since the 2000s led to an increase in the formation of “multicultural families” which required a response by the government regarding the educational needs of children from such families. The Ministry of Education launched the “Education Support Measures for the Children of Multicultural Families” in 2006 and began implementing specific measures to address policy challenges and responses. While “multicultural children” also include the children of undocumented residents and refugee applicants, the current situation is that the policy is primarily focused on children from “multicultural families” who have South Korean citizenship and who constitute a majority numerically.
On the other hand, there are now almost no legal or formal barriers regarding access to education for children of undocumented residents and refugee applicants, although challenges still exist in the practical implementation of initiatives to increase such access. This is similar to the situation in Japan, with one significant difference in that unlike in Japan, South Korea has not implemented measures for legalization that would grant undocumented migrants legal status allowing them to reside long-term in the country. In Japan, historically significant numbers of undocumented migrants—including those applying for refugee status—have been granted legalization of their immigration status allowing them to continue to reside in the country. By contrast, South Korea has periodically granted a temporary stay on the forced return of undocumented migrants in the country but has never implemented measures to legalize large numbers of undocumented migrants.
