内容記述 In Germany, where the so-called “guest workers” from Turkey played a central role in the economic development of the country from the 1960s, a large population with a migration background today has difficulties integrating into German society. To address this problem, an official system of language guarantees for immigrants and refugees was introduced in the early 2000s, the most important of which was the “integration course” starting in 2005. The federal government provides this course and offers immigrants and refugees opportunities to learn German and acquire knowledge about German culture and history.
In contrast, there is no official language guarantee in Japan, where foreign workers have increasingly been allowed entry since the 1990s. As a result, in Japanese language education, volunteers play a much greater role, especially in local areas. This situation is problematic because language classes offered by volunteer teachers may lack quality and sustainability. Therefore, it is necessary to train professional teachers and develop a framework of language guarantees. However, the role of volunteers requires careful consideration in this respect. Volunteers cannot be quickly dispensed with from Japanese language education because they would not be immediately replaced by professional teachers, and the training of new teachers demands considerable time and money. Currently, the Japanese government has no plans to create a new official framework to address this issue.
A comparison with the situation in Germany is of interest here. In the past decade, Germany has accepted large numbers of refugees from countries such as Syria, Afghanistan, and Ukraine, many of whom have not yet had the opportunity to take the government-sponsored integration course. As a result, despite the official system of language guarantees, the role of volunteers has become increasingly important. Volunteers are well aware that they are not professionally qualified teachers, and they do not try to offer the equivalent of the official language course; rather, they aim to create social capital for refugees, a crucial part of which is to teach the German language in a communicative and interactive way.
As highlighted by the situation in Germany, language support does not only involve transmitting knowledge of grammar and words. The capacity of volunteers to accumulate social capital in local communities is also indispensable in Japan. In response to the increasing need for foreigners to learn Japanese language skills, new methods of communicative and interactive teaching should be developed for volunteer teachers that will complement the system of official language guarantees in the future.
