内容記述 In Japan, including Ibaraki Prefecture, the number of international residents has been increasing since the 1990s. Teaching Japanese as a second language to international residents in the local community, which the author refers to here as local JSL education, is very important.
This paper analyzes the local JSL education based on reports from the Agency for Cultural Affairs, information from the Ibaraki International Association and a questionnaire survey written by the author. The questionnaire was administered to class coordinators and leaders of private volunteer organizations that run Japanese language classes. The biggest issue is that international residents have insufficient opportunity to learn Japanese because some cities fail to offer or have very limited Japanese language classes. Another major issue is human resources; most instructors of local JSL education are volunteers and amateurs. Maintaining the quality of Japanese classes and number of instructors is challenging. The third problem is the content and method of Japanese language teaching. The Agency for Cultural Affairs published a curriculum based on can-do statements for daily life activities. However, according to the questionnaire administered by the author, all classes use a structural syllabus based textbook “Minna no Nihongo (Japanese for Everyone).” Minna no Nihongo is easy to use for volunteer instructors because the textbook and relevant materials include a teacher's manual, workbooks, and translation and grammatical notes. While the author is not opposed to using this textbook, volunteer instructors and university specialists should discuss and share ideas to teach Japanese language more communicatively while using grammar-based textbooks.
