内容記述 | The general and compulsory educational system of 21st Centyry achieved high standard. In industrialized countries, the average achievement level of education is very high. However, the state governed educational system has its intrinsic problem. The state governed educational system takes the continuation and recreation of society as the goal. As the result, the objective of education becomes the development of human resouces for the preservation and development of society. Recent budget allocation of education in Japan clearly shows that in determining the educational budget government accepts the requirement of industry side to supply work force with average ability. The requirement for educated person is to learn enough know-how for one’s profesion, Such educational requirement will be achived at the expense of developing creative mind. Recent rivision of governmental curriculum guidance shows the counter movement to the budget allowance. This rivision tries to promote the creative side in Japanese primary and secondary education system. We tried to clarify the MEXT’s effort to normalize Japanese education system. The effort will be, unfortunately, overridden by the governmental budgetal allowance. We will discuss the possibility and limitation of the recent rivision of governmental curriculum guidance based on observation of child behavior in a kindergarden. |
